Increasing the Participation and Advancement of Women in Academic Science and Engineering Careers (ADVANCE)

ADVANCE is a program that began in 2001. The program alternates the competition for ADVANCE Institutional and Leadership awards with the Fellows awards. The first ADVANCE Fellows competition took place in 2002, and the second competition is currently underway for awards to be granted in FY 2004.


PROGRAM GOAL STATEMENT

The goal of the ADVANCE program is to increase the participation of women in the scientific and engineering workforce through the increased representation and advancement of women in academic science and engineering careers. To meet this goal, the ADVANCE program provides award opportunities for both individuals and organizations: Fellows Awards, Institutional Transformation Awards, and Leadership Awards. With each of the three types of ADVANCE awards, NSF seeks to support new approaches to improving the climate for women in U.S. academic institutions and to facilitate women's advancement to the highest ranks of academic leadership. Creative approaches to realize the goal of this program are sought from men and women. Members of underrepresented minority groups and individuals with disabilities are encouraged to apply.

The ADVANCE program is directly relevant to NSF's investment in the strategic goal of promoting a strong, diverse and competitive S&E workforce (People) by helping to increase the participation of women in the science and engineering enterprise. For GEO, the representation of women as PIs is approximately 17%, with OCE claiming the largest numbers and ATM the lowest.

Funding Rate
In FY 2002, the Advance Fellows Competition in Geosciences received a total of 26 eligible proposals (5 in Atmospheric Sciences, 9 in Earth Sciences, and 12 in Ocean Sciences). This number represented 18% of the proposals received in the Foundation for this competition, a number second only to the BIO Directorate. Of these proposals, six were selected for funding using a combination of ADVANCE funds and additional funds contributed by the GEO Directorate, ATM and EAR. The success rate for this part of the ADVANCE initiative throughout the Foundation was less than 20 percent. In GEO, the success rate was slightly higher, at about 23 percent. For ATM this rate was 50%, for EAR 22%, for OCE 17%.
