ABSTRACT
The UN Ocean Decade began in 2021 to stimulate investment and transformation in ocean science for the benefit of sustainable development and of diverse global stakeholders. Many scientists and programs are struggling with how to do this, including with building the right networks and partnerships. With this funding, the Consortium for Ocean Leadership would organize and support a workshop to bring together the U.S. leads of some of the observing programs recently endorsed by the UN Ocean Decade. The focus will be on biological observing programs (and components of programs) as a critical discipline that is currently underrepresented in global ocean observing systems. The workshop will support these programs in planning for how they will collaborate at a national level on stakeholder engagement and co-design; data standards and access; technology development and advancement; and outreach and communications.
This award reflects NSF's statutory mission and has been deemed worthy of support through evaluation using the Foundation's intellectual merit and broader impacts review criteria.

The Consortium for Ocean Leadership (COL) coordinated a multi-day, hybrid-format workshop from April 19-21, 2022 to convene the United States leads of programs endorsed by the UN Decade of Ocean Science for Sustainable Development (UN Ocean Decade) that have a marine life focus or component. Planned with support from a workshop organizing committee, the objective was to determine how these programs can collaborate and leverage resources at the national level (and internationally, as appropriate), within the scope of the broader UN Ocean Decade goals. During the event, program representatives worked to build understanding of the complementary and shared goals of their UN Ocean Decade programs and identify synergistic activities and collaboration opportunities in stakeholder engagement and co-design and technology development and advancement.
The following UN Ocean Decade programs participated:
- Challenger 150
- Deep Ocean Observing Strategy (DOOS)
- Global Ocean Oxygen Decade (GOOD)
- Marine Life 2030
- Marine Protected Areas (MPA) Sentinels
- Ocean Acidification Research for Sustainability (OARS)
- Ocean Best Practices System (OBPS)
- Ocean Biomolecular Observing Network (OBON)
- Ocean Decade Research Programme on the Maritime Acoustic Environment (UN-MAE)
- Sustainability of Marine Ecosystems Through Global Knowledge Networks (SMARTnet)
- Sustainability, Predictability, and Resilience of Marine Ecosystems (SUPREME)
Representatives from the following UN Ocean Decade support organizations also participated:
- The Ocean Knowledge Action Network (KAN)
- The Tula Foundation & the Ocean Decade Collaborative Center - Northeast Pacific
Overall, the workshop provided an opportunity for representatives from these UN Ocean Decade programs to share their program’s activities while also looking across programs to understand critical needs and areas for potential future collaboration. Through the discussions, participants agreed that working together on a pilot project would be beneficial as a proof-of-concept for how the programs could collaboratively support broader projects and efforts. However, challenges like lack of funding and the need for a central, coordinating organization or individual to ensure they stay connected and make progress toward shared goals will be required.
