CBET proposal submission information

Effective August 15, 2018, unsolicited proposals to all core programs in the NSF Division of Chemical, Bioengineering, Environmental and Transport Systems (CBET) can be submitted at any time. The Directorate for Engineering (ENG) announced this change in a Dear Colleague Letter (NSF 18-082) and provided answers to Frequently Asked Questions (NSF 18-083).
By accepting proposals at any time, ENG is affording the opportunity for Principal Investigators to think more creatively, build strong collaborations, converse with Program Directors and carefully prepare proposals with the potential to make significant research contributions to engineering. It is our hope that the elimination of deadlines will reduce the burden on institutions and the community.
A declined proposal may be resubmitted, but only after it has undergone substantial revision, as determined by the cognizant Program Director, and only after 12 months has passed from the previous date of submission. Any proposal that is a duplicate of, or substantially similar to, a previous proposal that is under the moratorium period will be returned without review (see the NSF Proposal and Award Policies and Procedures Guide Chapter IV.E). A revised proposal must abide by the 12-month moratorium regardless of whether it is to be resubmitted to the same program as the previous proposal or to a different program in the Engineering Directorate.
This change applies only to submission of unsolicited proposals to CBET core programs. Proposals submitted to other program announcements and solicitations, including the Faculty Early Career Development Program (CAREER), must continue to meet their respective deadlines; please refer to the deadline dates specified in the appropriate announcement or solicitation.
Proposals for EArly-concept Grants for Exploratory Research (EAGER) or Rapid Response Research (RAPID) can be submitted at any time but Principal Investigators must contact the cognizant program director prior to submission. Proposals for supplements or workshops can be submitted at any time and Principal Investigators are encouraged to contact the cognizant Program Director prior to submission. Grant Opportunities for Academic Liaison with Industry (GOALI) proposals must be submitted to the relevant program at any time (see the NSF Proposal and Award Policies and Procedures Guide Chapter II.E.4).

- For full proposals submitted via Grants.gov: the NSF Grants.gov Application Guide proposal preparation guidelines apply.
- Proposals that are not compliant with the PAPPG will be returned without review.
