Subject matter experts from the Federal agencies represented on the Subcommittee on Ocean Science and Technology (SOST) will develop a Draft Plan, drawing on their own expertise and input from the public. The Draft Plan will be released for public comment, resulting in the Final Plan. The SOST is crafting criteria to guide which Societal Themes, Research Goals, and Research Activities ultimately will be included in the Plan. The process and timeline for developing the Plan is anticipated to be as follows (subject to change):
