The Division of Advanced Cyberinfrastructure (ACI) within the Directorate for Computer and Information Science and Engineering (CISE) at the National Science Foundation announces a nationwide search to fill a Staff Associate.

Formal consideration of interested applications will begin in October 2016 and will continue until selections are made.

The Staff Associate is responsible for managing a range of issues concerning public access that require coordination across the Foundation. Within the framework established by the NSF Public Access Plan (NSF 15-052); the NSF Public Access Working Group, which is responsible for implementation of the Plan; and ongoing and concurrent policy developments, the incumbent will take a lead role in Foundation-wide and interagency activities, including the development and implementation of policies that enable public access to the outcomes of federally-funded research. The Staff Associate reports to and works closely with the CISE/ACI Deputy Division Director. The Staff Associate will also work with the Public Access Working Group and assist the Office of the Director and other units in the Foundation (e.g., Office of International Science and Engineering (OISE)) on science and technology issues related to public access to the outcomes of federally-funded research, as assigned.

ACI supports and coordinates the development, acquisition, and provision of state-of-the art cyber-infrastructure resources, tools and services. ACI’s R&D portfolio includes investments in supercomputers, high-capacity mass-storage systems, system software suites and programming environments, scalable interactive visualizations tools, productivity software libraries and tools, large-scale data repositories and digitized scientific data management systems, networks of various reach and granularity and an array of software tools and services that hide the complexities and heterogeneity of contemporary cyberinfrastructure while seeking to provide ubiquitous access and enhanced usability. ACI also supports training programs, scholarly exchanges, and virtual organizations, to enable the productive use, sustainable maintenance, and effective governance of these systems, including instantiation of relevant policy goals. ACI collaborates with all NSF Offices, Divisions, and Directorates to develop models, prototypes, and common approaches to cyberinfrastructure that open new frontiers for discovery, furthering the mission of the National Science Foundation and national science and engineering priorities. Qualifications of a successful candidate include a Ph.D. in any field of science relevant to the work performed by NSF; plus, after the award of the PhD, six or more years of research, research administration or managerial experience relevant to the position.

The position may be filled under the following appointment:

Intergovernmental Personnel Act (IPA) Appointment - Under an IPA appointment, a candidate's home institution receives a grant to cover the appointee's salary and benefits, and the candidate remains an employee of his/her home institution while performing duties at NSF. Persons eligible for an IPA assignment with a Federal agency include employees of state and local government agencies or institutions of higher education, Indian tribal governments, and other eligible organizations in instances where such assignments would be of mutual benefit to the organizations involved. Initial assignments under IPA provisions may be made for a period up to two years, with a possible extension for up to an additional two years.

Candidates will be ranked in accord with the following factors:

1. Knowledge of policies and related implementations concerning data, data management, software, publications, and relevant intellectual property issues in the context of higher education and the advanced research enterprise
2. Knowledge of issues surrounding scientific digital data capture, cleaning, curation, management, reformatting and migration, and deaccessioning, especially in the context of large scale research facilities, instrumentation, high performance computing, advanced networking, and experimental and simulation environments
3. Knowledge of administrative systems, IT issues relating to public access (including preservation, storage, discoverability and retrieval), and relevant stakeholder communities (publishing, law, libraries and archives, public, private and nonprofits, and academia and advanced research communities), necessary to coordinate the design and continued evolution of an agency-wide public access policy and technical implementation that will accommodate a range of research products (e.g., publications, white papers, software, educational materials, data, etc.).
4. Skill in oral communication sufficient to speak effectively in a wide range of situations and to a variety of audiences, negotiate sensitive issues, and make a variety of presentations.
5. Skill in written communication sufficient to respond to a variety of inquiries, develop guidelines and procedures, prepare correspondence, program announcements, and other informational documents.
