Brian MacDonald joins Antarctic Infrastructure and Logistics Section

Brian MacDonald has joined OPP’s Antarctic Infrastructure and Logistics (AIL) Section as Capital Planning Manager.

He will work closely with AIL experts to implement a long-range capital plan to insure the nation’s Antarctic stations continue to support world-leading science well into the future.

MacDonald came to the National Science Foundation in 2015 as Senior Relocation Project Manager with overall responsibility for the move of the agency’s headquarters from Arlington to Alexandria, Va. In this capacity, he oversaw all aspects of the design, construction, and outfitting of the 700,000-square foot headquarters.

Prior to joining NSF, he served as a special programs officer with the U.S. Department of Health & Human Services (HHS), responsible for developing and implementing a real-estate strategy in support of the Patient Protection and Affordable Care Act of 2010. In addition, he created real-estate portfolio strategies that reduced HHS’s footprint and saved millions of dollars in occupancy costs. He also served as project manager for three main HHS real-estate consolidations.

MacDonald has substantial private-sector experience in real-estate investment banking and transactions. For five years, beginning in 2002, he represented institutional owners, private equity firms, and high-net-worth individuals in the acquisition and disposition of real-estate assets totaling approximately $2 billion. From 2008 to 2010, he represented the U.S. government in lease negotiations for over 6 million square feet of real estate.

MacDonald received his bachelor’s degrees in economics and political science from the University of Maryland, College Park and enrolled in graduate studies at the Johns Hopkins University Carey School of Business.
