Lynda T. Carlson, former Director of the National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) (retired), William G. Bostic, Associate Director for Economic Programs of the U.S. Census Bureau, and Robert Yuskavage, former Associate Director for International Economics of the Bureau of Economic Analysis (BEA) (retired), guided and supported this project. John E. Jankowski, Director of the Research and Development Statistics (RDS) Program, NSF/NCSES, proposed this study. Mr. Jankowski, along with Kim Moore and Mary Catherine Potter, former and current, respectively, Assistant Chief for Manufacturing and Innovation Indicators of the Manufacturing and Construction Division (MCD) of the U.S. Census Bureau, and Ned G. Howenstine, former Assistant Chief for Research and Analysis of the Balance of Payments Division (BPD) of BEA (retired), provided overall direction and guidance.
