TITLE: Dear Colleague Letter: Employment Opportunities for Program Directors in the Experimental Program to Stimulate Competitive Research (EPSCoR) Section of the Office of International and Integrative Activities (epscor14001) DATE: 12/18/2013 EPSCOR 14-001 Dear Colleague Letter: Employment Opportunities for Program Directors in the Experimental Program to Stimulate Competitive Research (EPSCoR) Section of the Office of International and Integrative Activities (Open Until Filled) December 18, 2013 Dear Colleague: The Office of International and Integrative Activities announces a nationwide search for scientists in relevant research disciplines to fill the following positions under the provisions of the Intergovernmental Personnel Act (see details below): Program Director: The Experimental Program to Stimulate Competitive Research (EPSCoR) Formal consideration of interested applicants will begin January 2, 2014, and will continue until selections are made. The office is looking to fill one position in March, 2014 and the second in August, 2014. The Experimental Program to Stimulate Competitive Research (EPSCoR) is a program designed to fulfill the NSF mandate to promote scientific progress nationwide. The EPSCoR program is directed at those jurisdictions that have historically received lesser amounts of NSF Research and Development (R&D) funding. Twenty-eight states, the Commonwealth of Puerto Rico, Guam, and the U. S. Virgin Islands currently participate. Through this program, NSF establishes partnerships with government, higher education and industry that are designed to effect lasting improvements in a region/jurisdiction's research infrastructure, R&D capacity and hence, its national R&D competitiveness. The persons selected for these positions will function with other EPSCoR staff in planning, implementing assessing, and optimizing the various initiatives and activities of the program. They will contribute to the program's responsibility for establishing goals and objectives, initiating new program thrusts, revising current activities, and potentially phasing out of some programmatic areas. In addition, each candidate should possess strong skills in diversity building and partnership development, as well as have a strong science background and management experience, particularly in business operations, engineering, R&D, and/or manufacturing. These individuals will also work in close collaboration with the EPSCoR Section Head to provide information on new developments and opportunities in STEM; maintain and further strengthen linkages with collaborative programs at NSF and other relevant Federal agencies; participate in technical management and financial oversight of various funded projects within the NSF EPSCoR cohorts; and represent the NSF EPSCoR Program at relevant internal and external events. To ensure that the EPSCoR Program Directors keep abreast of current research and educational trends, the successful candidates are also expected to participate in some defined subset of professional activities that contribute to such currency (e.g. conducting research, delivering presentations and publishing quality scholarship, attending technical conferences of relevance, reading scientific articles and books, and engaging in other forms of ongoing professional development). Qualification requirements for the position are a Ph.D. in science, engineering, or mathematics, plus after award of the Ph.D., six or more years of successful research, research administration and/or managerial experience in academe, industry, or government. Academic experience as a successful principal investigator with a record of research grants/contracts is also desirable. Equally valuable is management experience in research-based industry and in workforce development. The incumbents should have effective communication skills and should be able to demonstrate the ability to represent the U.S. Government on matters related to science and technology, especially with multilateral organization. The positions recruited under this announcement will be filled under the following appointment option: Intergovernmental Personnel Assignment (IPA) Act: Individuals eligible for an IPA assignment with a Federal agency include employees of State and local government agencies or institutions of higher education, Indian tribal governments, and other eligible organizations in instances where such assignments would be of mutual benefit to the organizations involved. Initial assignments under IPA provisions may be made for a period up to two years, with a possible extension for up to an additional two-year period. The individual remains an employee of the home institution and NSF provides the negotiated funding toward the assignee's salary and benefits. Initial IPA assignments are made for a one-year period and may be extended by mutual agreement.
