Initial assignments under the IPA mechanism may be made for a period of one to two years, and may be extended for a third year. DUTIES AND RESPONSIBILITIES: Serves as Program Director for the existing and emerging research programs in REC. The Division has responsibility for a unique program of science and mathematics education research within the federal sector. REC-supported research on teaching, learning, and technology generates important discoveries, advancing understanding of knowledge acquisition, instructional practice, and systematic reform. It establishes high-risk, proofs-of-concept for applying educational technologies to science, technology, education and mathematics (STEM) learning and teaching at all education levels. The incumbent guides the research programs in cultivating the research base for implementing innovation K-16, i.e. elementary, secondary, and undergraduate education reform strategies. · Serves on the research team in the Directorate (EHR) and can represent NSF in discussions on research and its articulation with other programs. · Helps develop a comprehensive program, including specific planning documents, directed at strengthening the research base of all areas currently funded by EHR. This includes determining the scope of future programs and anticipating time and effort required to provide the desired outcomes. · Develops new knowledge, new tools, and new syntheses which inform policies and practices for improving learning of students and whole systems. · Serves as a key liaison person between REC and activities within NSF to increase the research knowledge and resources devoted to SMET teaching and learning throughout the life cycle. · Plans and coordinates meetings with local and national educational associations, school administrators, research organization and scientific education groups to develop a cohesive plan for evaluating the national impact of NSF funding in SMET education. Coordinates with other organizations within the education community to maximize the use of existing information and minimize the possibility of duplication of effort. · Designs and implements the proposal and contract review process for the research programs by selecting outstanding individuals to provide objective reviews on proposals. · Determines the need for and directs the preparation of technical/administration guidelines for proposals. Writes Request for Proposals (RFPs), and conducts all final review of proposals and responses to RFPs. · Recommends proposals for award or declination based on scientific merit and continuing evaluation of the availability of resources, priorities and knowledge of NSF policies and goals. QUALIFICATIONS REQUIRED: Applicants must possess a Ph.D. or equivalent experience in mathematics and science education. In addition, at least six or more years of successful research, research administration, and/or managerial experience beyond the Ph.D. pertinent to the position is required.
