Dear Ms. Mathews:

In accordance with OMB Circular No. A-76 (Revised) and the Federal Activities Inventory Reform Act (P.L. 105-270), the 2000 commercial activities inventory for the National Science Foundation is attached. We have followed the guidance provided in your April 27, 2000, memorandum in preparing this report, and will make the inventory available from our web site, as requested.

The process used to develop the 2000 inventory was similar to that used in 1999. Agency positions were first screened for categories of those inherently Federal (e.g., supervisors, contract oversight, financial commitment). The remaining positions were analyzed individually and coded or exempted as appropriate. The guidance in 2000 was greatly expanded to provide additional categories to which NSF positions could be assigned and to include Inspector General functions.

The authorized FTE level for the Foundation is 1,196, including the Office of Inspector General. Of these, the inventory identifies 533 FTE as commercial activities. The agency point of contact for the inventory and this report is Gary E. Scavongelli, Staff Associate, Office of Information and Resource Management.
